How it works

The West Virginia Essential Property Insurance Association, also called the FAIR Plan, was created by West Virginia statute to assure the availability of essential property insurance for property owners unable to secure coverage in the voluntary market. It began operation in November 1986 and accepts applications from all parts of the state.

What the coverage includes

The plan offers essential insurance for buildings and personal belongings. The official page states that the coverages include:

  • Fire insurance, including damage caused by lightning.
  • Damage by wind and hail, aircraft, vehicles, smoke, and explosion.

Amounts and limits

  • Up to $200,000 for each private dwelling.
  • Up to $500,000 for each commercial property.
  • Liability coverage is not available.

How to apply

The official page says property owners should contact a licensed insurance agent, who will help complete an application after first attempting to secure coverage in the competitive marketplace.

Timing and deadlines

The page does not give application windows or deadlines. It says that if the application is acceptable, a one-year policy is issued and an inspection of the premises is ordered; inspection findings determine proof of insurability and rates.
