Program details
How it works
Morgantown Tool Outreach (MO.T.O.) is a tool-lending program designed for City of Morgantown residents and local organizations. The city says it offers access to essential equipment for home repairs, property upkeep, and community improvement projects. It is meant to help people tackle DIY projects, spruce up yards, and organize neighborhood clean-ups by removing the cost and hassle of purchasing specialized tools.
What the money covers
This is not a grant or rebate. The benefit is free access to tools and related equipment. The page specifically notes that personal protective equipment (PPE) is available for checkout with certain tools.
Amounts and limits
Tools are loaned for a total of seven days. If no other reservations are pending, borrowers may receive one 7-day renewal period.
There are three membership options:
- Everyday Membership: for small projects or occasional tasks; access is limited to tools valued up to $250 per checkout.
- Project Membership: for larger or more complex projects; provides full access to all tools, including high-value items.
- Local Organization Membership: for neighborhood groups, volunteer organizations, and nonprofits; includes full inventory access and tool trailer use for events.
Fees and penalties
- Late returns incur a $1 per day per tool late fee.
- After 30 days overdue, the borrower is charged the full replacement cost.
- A $5 cleaning fee may apply if tools are returned unclean.
- Borrowers are responsible for replacement costs if tools are lost or damaged beyond normal wear.
- Borrowers with unpaid fees cannot check out additional tools.
How to apply
To get started, the page instructs borrowers to:
- Register in person or online through MyTurn.
- Select the membership type that matches intended tool use.
- Complete the liability waiver electronically before borrowing.
- Bring valid ID and proof of residency at the first checkout.
Timing and deadlines
No application deadline, funding cap, or end date is listed. Tools are available on a rolling basis, subject to inventory and reservation availability.
Other program rules
- Only the individual who signed the waiver may operate tools.
- For local organizations, a representative may sign for the group; if no representative is available, all members must sign.
- Tool trailer use for local organizations is limited to the event duration.
