Homeowner Repair Program

How it works

The City of San Angelo’s Homeowner Repair Program uses grant funding to help eligible homeowners with emergency repairs and minor repairs. The city says it makes every effort to begin emergency repair cases within three business days by scheduling an inspection and assigning a contractor as quickly as possible. Work is subject to inspection, program eligibility, contractor availability, materials, and funding.

What the money covers

Eligible emergency repairs include:

• plumbing problems such as no hot/cold running water, defective sewage systems, leaking water or gas lines, dangerous plumbing/gas conditions, and leaking or inoperable water heaters;
• electrical hazards such as no electricity due to electrical hazards or exposed/dangerous wiring;
• air conditioning/heating repairs for applicants who are elderly or disabled when lack of heating/cooling is a health hazard identified by a physician; and
• carpentry work for structural deficiencies that pose an immediate safety issue.

Eligible minor repairs include:

• roof work;
• insulation;
• air conditioner repair;
• windows/door repair;
• ADA repairs/installation; and
• other minor repairs allowed by the program guidelines and funding availability.

Amounts and matching

The official page does not state a maximum dollar amount. It says eligible emergency repairs are completed at no cost to the homeowner.

How to apply

The page points applicants to the City’s 2026 Homeowner Repair Application. The city requires a recorded warranty deed or other fee-simple deed, proof that the home is the primary residence, and other documentation listed on the page.
