City of Dallas Home Improvement & Preservation Program (HIPP)

How it works

The City of Dallas Home Improvement & Preservation Program (HIPP) is administered by Volunteers of America Texas. HIPP includes three repair programs:

1. Emergency Home Rehabilitation (EHR): grant assistance for low- and moderate-income homeowners needing emergency repairs.
2. Dallas Tomorrow Fund (DTF): grant assistance for low- and moderate-income homeowners needing exterior code-violation repairs.
3. Major-Systems Repair Program (MSRP): forgivable loan assistance for low- and moderate-income homeowners needing systems rehabilitation.

What the money covers

• EHR is for emergency repairs.

How to apply
