Program details
How it works
Brazos County’s PACE Program is a voluntary financing program adopted under Texas Local Government Code Chapter 399. It lets private-sector property owners finance qualifying improvements through contractual assessments on the property rather than through a traditional grant or rebate.
The county says the program is administered by third-party Authorized Representatives, and property owners choose the lender and the Authorized Representative for their project. The program does not use public funds.
What the money covers
PACE loans may be used for permanent improvements intended to reduce water or energy consumption or demand. The page specifically lists examples such as:
- High efficiency HVAC systems
- High efficiency chillers, boilers, and furnaces
- High efficiency water heating systems
- Energy management systems and controls
- Distributed generation systems
- High efficiency lighting upgrades
- Building enclosure and envelope improvements
- Water conservation and wastewater recovery and reuse systems
- Combustion and burner upgrades
- Heat recovery and steam traps
- Water management systems and controls, indoor and outdoor
- High efficiency irrigation equipment
The page also says qualified improvements must be permanently fixed to real property and on the customer’s side of the meter.
Amounts and matching
- Up to 100% financing of all project costs.
- Little or no upfront out-of-pocket cost to the owner.
- No dollar cap is stated on the page.
- Financing term cannot exceed the useful life of the qualified improvement.
How to apply
The property owner must work through an Authorized Representative: Texas PACE Authority or Lone Star PACE. The application must include a description of the improvements, the real property, and the total financing amount including transaction costs. A required application fee applies, and the owner must provide an independent third-party review and lender-required financial information before closing.
Timing and deadlines
The page does not give a closing date or deadline. It requires mortgage-holder notice at least 30 days before the assessment contract is executed, and a post-completion verification review after the project is finished.
