Program details

How it works

The Pennsylvania Emergency Management Agency says Disaster Recovery Assistance Program (DRAP) helps Pennsylvanians who have survived disasters and have no other way to recover. The program provides grants that can be used to make home repairs, pay temporary housing or rental expenses, and replace certain personal items.

What the money covers

The official page lists covered home repair items including:

  • Entrances or exits ways from the home to ensure safe access, but not improvements to entrance and exit ways
  • Disaster-related debris removal that threatens health, safety, or access to the residence
  • Structural damage to the home
  • Windows, doors, floors, walls, ceilings, or cabinetry
  • Septic or sewage systems
  • Well or other water systems
  • Heating, ventilation, or air conditioning systems
  • Utilities, including electrical, plumbing, and gas
  • Blocking, leveling, and anchoring a mobile home, and reconnecting or resetting sewer, water, electrical, and fuel lines and tanks
  • Permitting and inspection

The page says recipients can receive up to $20,000 for remediations or repairs.

Current status

The official page says DRAP applications are currently open for the Oak Forest Apartments fire.

Timing and limits

The official page is event-specific and disaster-triggered. It is not a standing home hardening rebate; it is post-disaster recovery funding.

What homeowners should know

This is the only statewide Commonwealth homeowner-facing grant I found on an official page that could directly pay for repairing disaster damage. It is recovery funding, not mitigation funding before a disaster.
