Program details

How it works

Franklin County says its Prevention, Retention and Contingency (PRC) emergency assistance provides one-time assistance and services to low-income families facing unexpected challenges. The county says the program helps with discrete crises lasting less than four months, including personal, community, or statewide disasters like fire and natural disasters.

What the money covers

The Emergency Assistance page says the program can help cover home repairs, along with rent or mortgage, security deposit, utility assistance, auto repairs, license reinstatement, and bus passes. The page does not specify what kinds of home repairs are eligible.

Disaster-specific help

The county’s PRC plan says that for a declared disaster, authorized payments may include labor, supplies, and equipment for essential home repairs, and for residents who own their homes, repair or purchase of a furnace or water tank.

Amounts and timing

The official PRC plan says up to $1,000 per family household, per declared disaster may be awarded. It also says applications must be made within 60 days of the disaster, and reimbursement may be allowed for expenses incurred on or after the disaster date and before the application date if the expenses are disaster-related.

How to apply

The county page says applicants can apply for Emergency Assistance and submit verification documents by email, and it provides a PRC inbound center phone number.

Important note

This is an emergency response program, not a routine home-hardening grant.
