How it works

This brochure describes the county’s HOME Housing Rehabilitation Program and the CHIP rehabilitation and repair activities. It is a companion document to the county housing programs page.

What the money covers

The brochure lists eligible improvements such as work required to bring the unit up to health and safety standards, Residential Rehabilitation Standards, and local codes, including incipient violations. It also lists energy conservation improvements when made with other code improvements and resulting in substantial weatherization.

Specific eligible examples named in the brochure include exterior painting; installation or replacement of vinyl siding; repair of existing porches, steps, and sidewalks; handicapped access upgrades and improvements; and connection to sanitary sewer and/or water line in conjunction with other rehabilitation improvements.

What is not covered

The brochure says general property improvements in excess of local code requirements are prohibited. It specifically says additions for family rooms, dens, or carports, cosmetic improvements, appliances, fixtures, or equipment not required to meet standards or codes, and costs incurred before the contractor’s agreement are ineligible.
