Program details

How it works

The City of Shelby’s CHIP funding is administered by the Ohio Regional Development Corporation and is intended to improve housing stock in Shelby and Richland County for low- and moderate-income citizens. The owner-rehabilitation activity is for single-family homes that are owned and occupied.

What the money covers

The city says eligible items include installation and/or repairs to:

  • foundations
  • roofs
  • gutters
  • electrical upgrades
  • plumbing
  • furnaces
  • hot water heaters
  • insulation
  • windows
  • doors
  • accessibility improvements
  • lead-based paint abatement

The stated purpose is to eliminate existing substandard housing conditions.

Amounts and matching

The guidelines state the program provides deferred loans up to but not exceeding $35,000. Eligible homes must meet the Residential Rehab Standards at completion without exceeding the $30,000 program limit noted on the guidelines page; if the work cannot be completed within that limit, the agency uses a walk-away policy and the home is ineligible.

Applicants must also agree to:

  • occupy the home for at least 5 years after rehabilitation
  • reimburse the program 15% of the total grant when the home is sold or vacated after 5 years
  • reimburse the program on a sliding scale up to the full amount if sold or vacated before the 5-year anniversary
  • allow the administrating agency to retain a mortgage on the property
  • reimburse the program as agreed if the home is sold or transferred as part of the owner’s estate

How to apply

Applicants must complete an application and call the office to schedule an appointment to submit it. At that appointment, the completed application and all required documents are verified. If the application or documents are missing, the application is denied.

Timing and deadlines

The page does not list a separate application window or deadline.
