How it works
The Home Energy Assistance Program (HEAP), also known as LIHEAP, is a federally funded energy assistance program administered locally by Onondaga County Department of Social Services. HEAP includes four components: Regular HEAP, Emergency HEAP, Heating Equipment Repair and Replacement Benefit (HERR), and Cooling. The page also says HEAP is no longer administering the Clean & Tune benefit.
What the money covers
For homeowners who are eligible, HERR can help repair or replace:
- Furnaces
- Boilers
- Other direct heating equipment necessary to keep the home’s primary heating source working
Timing and deadlines
- The Regular HEAP and HERR components are closed as of 2026-04-10.
- Emergency HEAP closed on 2026-04-24.
- Cooling closed on 2026-06-05.
- The HEAP year generally begins in November and closes when funding is exhausted, which can happen as early as mid-March.
How to apply
For HERR, the page says you must apply by calling the agency or coming in person. The office is open Monday through Friday, 8am–4pm.
Other details
If HEAP is unable to assist, the page says you may be eligible for Emergency Temporary Assistance.
