EFC Septic System Replacement Program

How it works

The EFC Septic Repair Program is for repairing or replacing deficient septic systems along designated “priority waterbodies” in St. Lawrence County. The county says eligibility depends entirely on geography and the condition of the septic system; a homeowner’s income is not considered. Applications are processed in the order they are received.

What the money covers

Funding is available for septic system repair or replacement. The page says an eligible client is expected to hire an engineer for the system design and a contractor for the work. After the work is finished, the homeowner pays the full bill first and then submits proof of payment to the county for reimbursement.

Amounts and matching

An eligible property owner qualifies for half the cost of the septic replacement, with a maximum reimbursement of $10,000. The county will review the documentation and reimburse the homeowner for half of incurred costs up to that cap.

How to apply

Interested parties should fill out the SEPTIC PROGRAM APPLICATION to the best of their ability. After the application, the county performs an inspection to ensure eligibility. Geographic limits

The program is not offered for every resident of St. Lawrence County. Funding is only available for septic systems located within 250 feet of parts or all of specified priority waterbodies. The page lists these waterbodies as Buck Pond, Cage Lake, Cranberry Lake, Eagle Crag Lake, Grasse River, Horseshoe Lake, Little River, Marian Lake, Mount Arab Lake, Oswegatchie River, Piercefield Flow, Raquette River, Star Lake, St. Lawrence River, Sylvia Lake, and Tupper Lake. The county warns that in some cases only sections of a listed waterbody are priority areas, so the interactive map should be used to confirm eligibility.
