How it works

The City of Greenville’s Owner-Occupied Housing Rehabilitation Grant/Loan Program helps low-income households rehabilitate their homes. The city says the money comes from the HUD HOME Investment Partnership or Community Development Block Grant (CDBG).

What the money covers

The city does not list a detailed scope of repairs on this page, but it says the program is for rehabilitation of owner-occupied homes with one or more substandard conditions that are still suitable for rehabilitation.

Amounts and repayment

The page does not state a dollar cap. It says the household’s income determines whether the assistance is a full deferred loan or whether partial repayment is required.

How to apply

Applicants must download and submit the Housing Rehab Pre-Application to the Community Development Division. Once the completed pre-application is received, the applicant is placed on the Housing Rehabilitation Waiting List.

After that, applicants must submit requested documents, including verification of all household income, proof of homeownership, and proof of property insurance. Eligibility is then determined.

Important rules

The city says the property must remain occupied by the owner for the life of the Deed of Trust. If the owner does not comply, grant funds used for rehabilitation must be repaid in full.

The city also says homes with reverse mortgages are not eligible, and in the case of heir property, the occupying heir(s) must have 100% ownership.
