Heal Our Waterways Program - Full Funding HOWBMP (Individual Properties)

How it works

The City of Wilmington says that, in partnership with New Hanover Soil & Water Conservation District, the HOWBMP program offers full funding and installation of stormwater solutions on eligible properties. The page also says the individual-property version is currently at maximum capacity and not accepting new applications.

If you previously applied, your position on the current waitlist will still be honored. The city says interested property owners can email the program to be notified when applications are accepted again.

What the money covers

For individual properties, the program installs rain gardens, wetlands, cisterns, and trees. The page specifically notes that permeable pavement is not available through this funding program.

Where it applies

Eligible properties must be located in the Bradley Creek or Hewletts Creek watersheds, or in areas designated as “Drains to ICW2 or ICW3.” The page says applicants should confirm their address using the city’s online watershed map.
