How it works

The Annual Weatherization Assistance Program is run by the North Carolina Department of Environmental Quality’s State Energy Office in partnership with local weatherization agencies. Homeowners and renters work through a local weatherization service provider, starting with a provider search using the “Find Your Agency” tool. After you apply, the provider reviews the application, determines eligibility, completes a home energy assessment (audit), prepares a scope of work, installs weatherization and health/safety measures, and then performs a final inspection to confirm the work is complete, working properly, and that the client is satisfied and properly educated.

What the money covers

The official page says services may include insulation, air sealing, heating and cooling system repair or replacements, health and safety repairs, and other energy efficiency upgrades. The page also notes related resources: the Heating and Air Repair and Replacement Program and the Low-Income Home Energy Assistance Program.

Program funding

DEQ administers the Weatherization Assistance Program with funds from the U.S. Department of Energy (DOE). The page also says the related Heating and Air Repair and Replacement Program and the Low-Income Home Energy Assistance Program are state-funded by the North Carolina Department of Health and Human Services.

How to apply

Applicants identify their local weatherization service provider, apply with that provider, and then go through the provider’s eligibility and assessment process. The page directs users to the “Find Your Agency” tool and the service-provider map/table to locate the correct local agency.

Timing and deadlines

The page identifies this as an annual program and includes FY26 program documents (State Plan, Standard Work Specifications, Health & Safety Plan, and Training Plan), but it does not state a homeowner application deadline.
