Hazard Mitigation Grant Program (HMGP)

How it works

The Connecticut Division of Emergency Management and Homeland Security says HMGP is a proactive mitigation program, not an immediate recovery program. It is administered by FEMA and is intended to reduce future disaster damage.

What the money covers

The state page lists eligible project types such as:

• Local and state hazard mitigation plans and updates
• Drainage and road reconstruction projects
• Projects that protect buildings from wind damage
• Projects that protect flood-prone homes and other insurable buildings

The page also says municipalities may work with homeowners on projects such as purchasing and removing homes from the floodplain, elevating homes or utilities, and installing storm shutters and hurricane-resistant windows.

How to apply

Homeowners may not apply directly. The municipality serves as the sub-applicant on behalf of homeowners or businesses.
