How it works

The City of Arcata’s Permanent Local Housing Allocation (PLHA) Owner-Occupied Pilot Housing Rehabilitation Program provides low-interest loans for eligible rehabilitation, accessibility, and energy-efficiency upgrades. The city says the pilot is expected to help about three to four households and that pre-applications are placed on a waitlist and selected through a lottery.

Amounts and matching

The city says available loan types include:

  • Amortized loans at a fixed simple interest rate of 1.5% for households at or below 80% of area median income.
  • Deferred-payment loans at a fixed simple interest rate of 1.5% with no required repayment for 15 years for households at or below 60% of area median income.

How to apply

Pre-applications are available online through the city’s housing section. The city says the first round of pre-application reviews begins on Monday, August 10, 2026.
