California’s insurance market is moving again, but not in a way that makes wildfire risk disappear. The state’s Department of Insurance says its Sustainable Insurance Strategy is expanding coverage commitments in wildfire-distressed areas, while the FAIR Plan remains a safety net for homeowners who cannot find other coverage. For homeowners, that creates a narrow but real opportunity: the market is more likely to reward homes that are visibly hardened, well documented, and easier for an insurer to verify. [1] [2]

According to Cindera’s analysis, that is the strongest signal for homeowners deciding where to spend first.
That ranking is important because it supports a simple homeowner hierarchy: start with roof and structure details, then the first five feet around the home, then vents and openings, then the immediate vegetation and maintenance that reduce ember ignition opportunities. Cindera’s scoring does not prove causation, but it does show where the highest-value parcel actions cluster most often in its model.
A separate point from Cindera’s grant database helps explain why California is a strong policy-and-hardening market right now. In Cindera’s live grant set, California has the highest wildfire-relevant share among the states shown, with wildfire-linked programs making up 83.61% of the state’s grant entries. By contrast, many peer states show much smaller wildfire shares. That does not mean California pays for everything; it means the state has a deeper funding ecosystem that homeowners can search when they need help financing a retrofit.
