Sheboygan Water Utility Lead Service Line (LSL) Replacement Program

How it works

Sheboygan Water Utility has a program to help customers replace their private lead or galvanized water service lines. The program combines partial grants and no-interest loans. Grants are subject to the availability of funding from the Wisconsin Department of Natural Resources (WDNR), and the utility says it will provide timely updates if grants are temporarily unavailable.

What the money covers

Funds are for replacing private lead or galvanized service lines. The page says lead and galvanized service lines cannot be repaired or modified; they must be replaced in their entirety. The utility also says disrupted lead or galvanized service lines must be taken out of service and replaced. Service lines with water test results above the EPA action limit of 15 ppb for lead in drinking water must also be taken out of service and replaced.

Amounts and matching

Grant amounts may range from 0% to 100% based on census tract data determined by the WDNR. A searchable map showing the current DNR grant amount by address is available on the page. Customers may apply for a no-interest loan to cover costs not covered by a grant. The loan may be repaid over 36 or 72 months. Loans must be paid in full when the property changes ownership.

Timing and deadlines

As of 2026-01-30, all allocated financial assistance for 2026 voluntary lead service line replacements had been committed, and the utility was no longer accepting new applications for 2026. Customers interested in a future program year are encouraged to join the notification list to be informed when and if 2027 funding becomes available. Joining the list does not obligate participation and does not guarantee funding.
