You must contact the Housing Authority to start the process. The FAQ says applications can take up to 30 days to be presented to the Kenosha County Housing Authority Board of Commissioners for approval.

This program is for Kenosha County residents outside the City of Kenosha. The county also says the Housing Rehabilitation Loan Program is available in Kenosha County except for the City of Kenosha, which handles its own housing programs.
