Virginia Conservation Assistance Program (VCAP) - Norfolk

How it works

The City of Norfolk says its Division of Environmental Storm Water Management has partnered with the local Soil & Water Conservation District to provide financial, technical, and educational assistance through the Virginia Conservation Assistance Program (VCAP).

VCAP is described as an urban cost-share program for property owners who install eligible best management practices (BMPs). The public page says the practices capture, treat, or reduce stormwater runoff and can be installed in yard areas where there are problems like erosion, poor drainage, or poor vegetation.

What the money covers

The page does not list the full eligible-practices catalog in the excerpt available here. It does say eligible BMPs are stormwater control practices that reduce runoff and improve water quality by reducing nitrogen, phosphorus, and sediment entering the watershed.

Amounts and matching

The public page excerpt does not state a maximum award or percent match.

How to apply

The page indicates the program is administered through the local Soil & Water Conservation District and city stormwater staff. The excerpt available here does not provide a step-by-step application process.

Timing and deadlines

The page excerpt does not state application opening or closing dates.

Important limitation

VCAP focuses on developed areas that are at least three years old and is not eligible for new development sites.
