Program details

How it works

Dominion Energy’s Income & Age Qualifying Energy Savings Program provides a no-cost in-home energy assessment and installation of selected energy-saving upgrades for eligible Virginia residential customers. A local weatherization service provider examines the home, produces a custom report, and installs approved measures at no cost. No product or upgrade is installed without the homeowner’s permission.

What the money covers

The program can cover installation of select energy-saving measures, including:

  • ENERGY STAR-qualified LED light bulbs (screw base)
  • Energy-saving showerheads
  • High-efficiency faucet aerators
  • Pipe wrap insulation for hot water pipes
  • Attic insulation
  • Heat pump tune-up
  • AC tune-up
  • Air sealing
  • Duct sealing
  • Floor insulation
  • Water heater tank wrap
  • Heat pump water heater

The page also says energy-saving upgrades may include LED light bulbs, electric HVAC systems, smart thermostats, attic insulation, and more, but the specific installed measures listed above are the concrete items explicitly identified as currently offered.

How it works with providers

Assessments and installations are carried out by qualified local weatherization service providers that currently offer weatherization-related services through the Virginia Department of Housing and Community Development. Dominion says these providers are vetted to complete the work on its behalf.

How to apply

Call 888-366-8280 to connect with your local weatherization service provider and confirm eligibility. The page also offers a form to check eligibility and says this is not an application; eligibility still needs to be reviewed by a weatherization service provider.

Timing and deadlines

The page presents the program as an ongoing utility offering in Dominion Energy’s Virginia service territory. It does not list a closing date, deadline, or limited funding window.

Home visit process

The resident must be home during the assessment. The provider needs access to every room in the home except closets, plus the exterior, attic, and basement. The assessment report is provided after the measures are installed, and it may be delivered on the spot, by mail, or by email.
