How it works
FEMA says the Hazard Mitigation Grant Program (HMGP) helps communities implement hazard mitigation measures following a Presidential major disaster declaration. The goal is to support cost-effective measures during recovery that reduce the risk of future disaster impacts.
What the money covers
The homeowner guide lists several home-focused mitigation project types, including:
- Structural retrofitting of existing buildings to make a home more resistant to flood, wind, earthquakes, and/or fire.
- Wildfire mitigation using fire-resistant materials on the exterior of the home and clearing trees or brush to remove flammable materials from around the home.
- Wind retrofits that strengthen roofs, walls, doors, and windows.
- Residential safe rooms.
- Mitigation reconstruction, elevation, and dry floodproofing for other hazard types.
Amounts and matching

How to apply
FEMA says local communities generally sponsor applications on behalf of homeowners and apply to the state. Homeowners cannot apply directly for HMGP funding.
