Program details

How it works

Monroe County’s Home Improvement Program (HIP) helps income-eligible homeowners make repairs to owner-occupied homes in suburban Monroe County. The county says the program provides either a grant or a grant/low-interest loan, depending on household income and the project.

What the money covers

The county describes HIP as helping with home repairs and improvements, and its plan documents list examples such as roof repairs, foundation repairs, windows, exterior painting or siding, major system repairs, and accessibility improvements. Ordinary maintenance, remodeling, and cosmetic work are generally not eligible.

Amounts and matching

The county’s brochure states that households below the maximum grant income limits can receive a grant for 100% of project costs up to $20,000, with $10,000 for mobile homes. Households below the grant/loan income limits can receive a grant for 75% of project costs, or $15,000, with the remaining 25% or $5,000 covered by the homeowner through a low-interest 3% loan from the HIP Loan Fund, private pay, or other funds.

How to apply

Applications are available at town and village offices, online through Monroe County, and at the Community Development Office. Applicants must submit a complete application with all required documentation. Program approval includes both financial approval and property approval.

Timing and deadlines

The brochure says the income limits were effective 2025-06-01. It also says prior HIP grant recipients may receive repeat grants after ten years.
