How it works

Spartanburg County Community Development says the Single-Family Owner-Occupied Rehabilitation Program (SFOORP) helps eligible homeowners repair or rebuild their homes using a combination of a 90% deferred forgivable loan and a 10% repayable loan. The county uses annual HOME Investment Partnerships Program and Community Development Block Grant (CDBG) funds to support the program.

What the money covers

The program is for rehabilitation or reconstruction of owner-occupied houses. The county states the program is intended to preserve and improve existing affordable owner-occupied housing, preserve the quality of unincorporated neighborhoods, help homeowners carry out and maintain improvements, and preserve pride of ownership and the value of homeowner equity.

Amounts and matching

The county says each qualified owner-occupied dwelling unit is eligible for a minimum assistance of $1,000. Rehabilitation work is grouped into standard ($1,000-$25,000), extensive ($25,000-$40,000), and substantial ($40,000-$65,000) rehabilitation. Reconstruction may only occur if the cost to rehabilitate is greater than 75% of the estimated property value after rehabilitation. The total program limit for reconstruction is $151,000.

The 10% repayable loan term depends on how much the county invests in the property: 1, 5, 10, or 15 years. The county says if the owner sells during the loan term, the remaining balance of the 10% loan becomes immediately due, and the county recaptures an amount equal to the lesser of net sale proceeds or the county’s loan balance for the 90% forgivable portion.
