How it works
The SC Safe Home Program gives grant money to homeowners so they can add safety features that protect their homes from hurricanes and strong winds. The official page says the program is not currently accepting applications, but it also says the portal re-opens at certain times of year.
What the money covers
The program helps with home safety upgrades such as stronger roofs or storm shutters. The official page specifically lists roof retrofits including:
- strengthening roof deck attachment to keep roof panels secure
- installing a secondary water barrier to reduce water intrusion
- upgrading to a high wind-rated roof covering
It does not pay for regular home repairs, remodeling, or building new rooms.
Amounts and matching
The page lists these award caps:
- Resilient Mitigation: up to $7,500 non-matching or up to $6,000 matching
- Sustainable Mitigation: up to $5,000 non-matching or up to $4,000 matching
- Hurricane Shutters / Protective Barriers: up to $3,000 for both non-matching and matching grants
If the project costs more than the grant amount, the homeowner pays the rest.
Grant awards are based on the applicant’s total annual adjusted gross household income, adjusted for family size, and compared to the higher of the county area median income or the state median family income.

The program was created through the Omnibus Coastal Property Insurance Reform Act of 2007, with later updates in Act 28 from the 2017–2018 General Assembly.
