Strengthen Oklahoma Homes (SOH) Program

How it works

The Strengthen Oklahoma Homes program provides grants to Oklahoma residents for residential wind and hail mitigation on new and existing owner-occupied, primary residence single-family homes. The program uses the Insurance Institute for Business & Home Safety (IBHS) FORTIFIED Home standard, and to receive the grant the home must obtain an IBHS FORTIFIED Home – Roof designation with the Hail Supplement. The program states that funding comes from the insurance industry in Oklahoma, not from the state’s general budget.

What the money covers

The grant can cover up to $10,000 in costs for the roof upgrade. If the work costs more than the grant award, the homeowner pays the difference. The program says that if a new roof is required, it is included in the scope of work only as needed to meet the FORTIFIED standard.

How payment works

The homeowner does not receive the money directly. The program pays the contractor after project completion and submission of the required paperwork, including the FORTIFIED certificate from IBHS. Contracts for the mitigation work are between the contractor and the homeowner.

How to apply

Applicants go through the program’s evaluation and contractor-selection process. A Certified FORTIFIED Evaluator approved by the program inspects the property to determine whether it meets minimum eligibility requirements. If the home does not meet those requirements, it will not receive a grant.

Timing and deadlines

The program page states that applications are evaluated only if funds are available. It also says applicants may opt out before contracting with a contractor by emailing the program within 30 days of the award letter. The page notes that the program was opening a new statewide application round on July 13, 2026 at noon, so status can change by funding cycle.
