Program details
How it works
The Strengthen Oklahoma Homes (SOH) Program is a statewide grant program for residential wind and hail mitigation. It covers new and existing owner-occupied primary residence single-family homes in Oklahoma. To receive the grant, the home must obtain an IBHS FORTIFIED Home – Roof™ – High Wind designation with the Hail Supplement.
Funding for the program comes from the insurance industry in Oklahoma and is not funded from the state’s general budget. The program opens periodically throughout the year in funding cycles announced in advance.
What the money covers
SOH grants help pay for roof upgrades needed to bring the home to the FORTIFIED standard. The page explains that if a new roof is required, it is included in the scope of work only as needed to meet the standard. The program does not cover the evaluator fee.
Amounts and matching
The grant covers up to $10,000 in costs for the roof upgrade. If the project costs more than the grant award, the homeowner is responsible for the difference. The page also states that the grant can be used alongside an insurance claim to cover the gap between the claim payment and the cost of an upgraded FORTIFIED roof.
How payment works
The homeowner does not receive grant funds directly. After the project is complete and the required paperwork is submitted, including the FORTIFIED certificate from IBHS, the program pays the contractor directly. Contracts for mitigation work are between the homeowner and the contractor.
How to apply
When applications open, homeowners register and apply through the grant portal on the OID website. Before construction begins, the homeowner selects an evaluator from the approved list, receives a pre-evaluation, then chooses three approved contractors to bid on the work. The homeowner must receive an award letter before mitigation work can begin.
Timing and deadlines
The page says applications are evaluated only if funds are available and the home is able to be mitigated. A new statewide application round is shown as opening on July 13, 2026 at noon. If a homeowner cannot afford the difference between the award and the bids, they may opt out before contracting by emailing the program within 30 days of the award letter.
