Due to overwhelming response, the waiting list is currently full and applications are not being accepted at this time. The page also says there is no cutoff date, but applications may be halted at any time until the next fiscal year.

Additional notes

The program is only available to homeowners in the Tulsa city limits. Homes in designated floodplain areas are not eligible.
