How it works

The Hazard Mitigation Grant Program (HMGP), also called 404 Mitigation, is funded by FEMA and administered by the state of Oklahoma. It is not a disaster relief program for individual victims or a program that repairs public property damaged during a disaster. Instead, it funds mitigation measures intended to prevent or reduce future loss of life and property and to lower future disaster response and recovery costs.

HMGP-Post Fire (HMGP-PF) is a version made available after a Fire Management Assistance Grant (FMAG) is approved for a wildfire, and it must be used for wildfire-specific mitigation activities.

Application process

In May 2025, OEM changed the process so that Notice of Funding Opportunities (NOFOs) are published for each FEMA HMGP and HMGP-PF funding cycle with a defined grant timeline. Subapplicants must first submit a Notice of Intent (NOI) for the specific grant. If the NOI is approved, the subapplicant receives an invitation to submit a full application.

Priority

Initial funding priority is given to jurisdictions within the declared areas.
