How it works

The Home Performance with ENERGY STAR (HPwES) program is described as a comprehensive, fuel-neutral whole-house approach to improving energy efficiency and comfort in existing residential single-family and multifamily homes. It is aimed at helping customers reduce energy costs, reduce dependence on fossil fuels, and improve home energy performance.

What the money covers

The official state plan says HPwES provides lighting upgrades, heating and hot water equipment upgrades, weatherization measures, and appliance replacements. The source I found does not give a statewide dollar cap in the plan excerpt available here.

Who gets served

The target market is existing residential single-family homes. The plan says single-family homes of 1 to 4 units are eligible regardless of heating type. Homes served by a natural gas utility participate through their natural gas utility, while non-natural-gas homes are served by their electric utility.

Multifamily homes

The plan also says multifamily homes are eligible and are evaluated for cost-effectiveness using the standard benefit-cost test to determine eligibility. The excerpt available in the source cuts off before the full multifamily rules, so I am not adding details not shown there.
