How it works
The Home Performance with ENERGY STAR (HPwES) program is described as a comprehensive, fuel-neutral whole-house approach to improving energy efficiency and comfort in existing residential single-family and multifamily homes. What the money covers

Who gets served
The target market is existing residential single-family homes. The plan says single-family homes of 1 to 4 units are eligible regardless of heating type. Homes served by a natural gas utility participate through their natural gas utility, while non-natural-gas homes are served by their electric utility.
Multifamily homes
The plan also says multifamily homes are eligible and are evaluated for cost-effectiveness using the standard benefit-cost test to determine eligibility. The excerpt available in the source cuts off before the full multifamily rules, so I am not adding details not shown there.
