What the money covers

The page says the program funds eligible mitigation activities that reduce disaster losses and protect life and property from future disaster damage. For wildfire, the HMGP-Post Fire path is the relevant one; for flood, Nebraska notes the Department of Natural Resources facilitates FMA.

Applicants must submit a Hazard Mitigation Assistance Notice of Interest form to NEMA. The page says NOIs are reviewed and prioritized for available funding based on eligibility and feasibility.

Timing and deadlines

HMGP is available after a presidentially declared disaster. The page does not give a standing annual deadline for all subprograms, and it explicitly says homeowners and businesses cannot apply directly for HMA funds; an eligible subapplicant may apply on their behalf.
