How it works
The City of West Fargo works with local financial institutions to offer the Neighborhood Revitalization Program, a low-interest loan program for homeowners making major improvements to existing homes. The city says the program is intended to help keep neighborhoods strong and help homeowners reinvest in their homes.
What the money covers
Eligible improvement costs can include code and structural corrections, energy improvements, and general property improvements. The city’s program page lists these examples of eligible work:
- Foundation work, including drain tile, bracing, and drainage correction
- Replacement or renovation of siding, exterior painting, roofing, windows, or other major exterior upgrades
- Addition of a bedroom or new living space
- Major interior remodeling or replacement of major mechanical systems such as the furnace or electrical system
- Conversion of a rental unit to an owner-occupied home
- Sewer/water connection replacements to city infrastructure, including clay pipe
Loans are for new improvements not yet under construction, and any code corrections found during inspection must be addressed as part of the project.

How to apply
Applicants submit an online application or a printed application. After the city reviews the application, it is forwarded to the selected financial institution, which then contacts the homeowner.
Timing and deadlines
The city states the 2026 application period is open March 16 through October 31, 2026. Applications are reviewed first come, first served while funds are available.
