Hazard Mitigation Grant Program (HMGP)

How it works

The Hazard Mitigation Grant Program (HMGP) funds projects that significantly reduce or permanently eliminate future risk to lives and property from natural hazards. North Dakota says the program is available only after a Presidential Disaster Declaration has been issued in the state, and application periods are announced when that happens.

What the money covers

The official FAQ says HMGP can fund retrofitting structures and facilities to minimize damage from high winds, earthquake, flood, wildfire, or other natural hazards. The program is not a homeowner reimbursement program; it is a post-disaster grant program for qualifying mitigation projects.

Who applies

North Dakota’s HMGP page says eligible applicants include state and local governments, Indian tribes or other tribal organizations, and certain private nonprofit organizations. Individual homeowners and businesses may not apply directly, though a community may apply on their behalf.

Timing and deadlines

Specific application periods and grant performance periods are announced after a presidential disaster declaration and during applicant briefings. The state says qualifying projects do not have to be tied to the disaster that triggered the declaration.

What a homeowner should know

This is the main statewide mitigation grant channel that can support home-hardening work in ND, but access is indirect: a local government or eligible nonprofit must sponsor the project.
