How it works

The City of Billings Housing Rehab Program provides qualified low-income homeowners with a zero-interest, deferred-payment loan to make substantial repairs to their homes. The city says the goal is to help homeowners within Billings city limits make or keep their homes safe, decent, and affordable.

What the money covers

The program prioritizes health, safety, code, and substandard-condition repairs. The official contractor FAQ says work might include roofing, plumbing, electrical upgrades, foundation repairs, heating, ventilation and air conditioning (HVAC), siding, windows, and doors.

How payment works

Payments for completed work are handled through the Community Development Division after homeowner approval, inspections by the city’s Building Division if a permit requires them, and Community Development staff review. Lead-clearance is required before payment for any lead-hazard reduction work.

How the homeowner chooses the contractor

The homeowner selects the contractor. The city maintains a list of active contractors who meet city licensing and insurance requirements, but being on the list is not an endorsement.

Funding source

The program is funded through federal Community Development Block Grant funds and other federal and/or local sources.
