St. Louis County CDBG-DR Recovery and Mitigation Programs

How it works

St. Louis County received CDBG-DR funds for disaster recovery and says it will use them to fund projects and programs in flood-affected areas of the county.

The county’s FAQ says individual applicants will be able to apply once recovery programs are launched. The Action Plan itself is not the application; it explains how the county will use the money and what programs will be created.

What the money covers

The FAQ says eligible activities can include:

• new construction, reconstruction, and rehabilitation of single-family or multi-family housing
• homeownership assistance
• buyouts
• rental assistance
• infrastructure and public improvements
• local match for other federal programs
• mitigation projects that reduce risk and improve resiliency

The county says mitigation is limited to 15% of the allocation.

Amounts and timing

The FAQ says St. Louis County received $56,425,000 in CDBG-DR funds. It also says the county must expend all funds within six years of the grant.

How to apply

The source says programs will launch after HUD approves the Action Plan. It does not provide a live application link in the FAQ.
