How it works

The New Homes Program with ENERGY STAR is intended to increase energy efficiency in new home construction. To earn the ENERGY STAR designation, a home must meet U.S. EPA energy-efficiency guidelines and be scored by an independent Home Energy Rating System (HERS) rater. The rater conducts on-site inspections, typically including a blower door test and a duct test, to confirm the home meets ENERGY STAR performance requirements or prescriptive requirements.

What the money covers

The program reimburses builders for actual HERS inspection and rating costs and provides additional financial incentives for qualifying HVAC and water-heating equipment. The page says these incentives are offered in lieu of the regular IPL residential rebates for air conditioners, heat pumps, and electric water heaters.

Amounts and matching

Up to $500 per home for HERS inspection and certification
Additional incentives are available as follows:
- $300 per home with a central air conditioner of 15 SEER or higher
- $600 per home with a central heat pump with fossil fuel backup and 14.5 SEER / 8.2 HSPF / 12 EER or higher
- $700 per home with a central heat pump system with electric backup and 14.5 SEER / 8.5 HSPF / 12 EER or higher
- $700 per home with a central heat pump system with fossil fuel backup and 14.5 SEER / 8.2 HSPF / 12 EER or higher plus an electric water heater of 50+ gallons with .92 EF or higher
- $800 per home with a central heat pump system with electric backup and 14.5 SEER / 8.5 HSPF / 12 EER or higher plus an electric water heater of 50+ gallons with .92 EF or higher
New homes receiving any incentive under this program are not eligible for other existing IPL residential air conditioner, heat pump, or electric water heater rebates
