Emergency Assistance Program
City of St. Joseph Community Development · City program
Up to $5,000 is grant and/or loan; over $5,000 may be deferred-payment or 0%-4% low-interest loan; an older city document describes grants up to $7,500 for some cases.
The City of St. Joseph offers emergency home-repair help for owner-occupants inside city limits when a problem is spontaneous and life-threatening. It can pay as a grant for smaller jobs and as a grant/loan or deferred-payment/low-interest loan for larger work, with the exact amount depending on the situation.
Program details
How it works
The City’s Community Development division says it provides an Emergency Assistance Program to correct spontaneous and life-threatening situations in the home. The city explains that the program is for eligible property owners and that a rehabilitation manager will inspect the home, document needed repairs, and then the city will advertise for bids, prepare contracts, and monitor the work.
What the money covers
The city’s FAQ gives examples of qualifying conditions such as electrical hazards, structural failure, and hazardous plumbing. A city document also says the assistance may include work to eliminate hazardous conditions.
Amounts and repayment
For work required up to $5,000, the assistance is in the form of a grant and/or loan. For work over $5,000, qualified applicants age 62 or older or permanently disabled may receive a deferred payment loan; other qualified applicants may receive a low-interest loan at 0% to 4%, based on ability to pay, with a term of up to 20 years. A city document from 2016 described the program as a grant with no repayment required as long as total project costs were $7,500 or less, but the newer FAQ language states the up-to-$5,000 / over-$5,000 structure.
