Ameren Missouri Pay As You Save (PAYS)
Ameren Missouri · Utility program
No upfront cost; monthly charge must be no more than 80% of estimated monthly savings
Ameren Missouri’s PAYS program helps residential electric customers make qualifying energy-efficiency upgrades with no upfront cost and repayment through a fixed charge on the electric bill. The program can also offer free energy-saving products and, when needed, a copay to keep project costs within its savings rule.
Program details
How it works
Ameren Missouri says PAYS starts with a free, no-obligation home energy assessment. After a homeowner or renter signs up and is approved, a trained energy expert visits the home, identifies recommended upgrades, and a program partner installs the work.
Ameren describes PAYS as a way to cover upfront costs and recover them over time through a fixed monthly charge on the electric bill. The charge stays with the home if the occupant moves. Ameren also says PAYS is not a loan, not a line of credit, and does not require a credit check.
What the money covers
Typical eligible upgrades listed on the page include:
- HVAC
- Attic insulation
- Duct sealing
- Air sealing
- LED lighting
The page also says Ameren Missouri offers free energy-saving products as part of the assessment process, and that additional rebate opportunities may exist for products such as smart thermostats through the Ameren Missouri Marketplace.
Amounts and matching
Ameren’s core rule is the 80/20 test: the monthly PAYS charge must be no more than 80% of the initial estimated average monthly savings from the upgrades. If a project would exceed that limit, the customer may have the option of a copay to bring the cost down to qualifying levels.
The page’s example says if upgrades are expected to save $50 per month, the PAYS charge could be no higher than $40. The page also says the PAYS charge includes installation cost, 3% interest, and a small program close-out fee.
How to apply
To start, complete the assessment form on Ameren Missouri’s PAYS page. Ameren then contacts the customer to schedule the no-cost home assessment.
Timing and deadlines
The page does not give a closing date or a limited funding window. It states PAYS is available to Missouri customers only, not Illinois customers.
Other important details
- If upgrades fail without the customer’s fault, the program will arrange repair or replacement and may suspend the charge if repairs cannot be completed promptly.
- If a renter participates, the property owner must give written consent and agree to disclose the improvements to future renters or buyers.
- Mobile homes are eligible only if they are on a permanent foundation, including permanent removal of the trailer hitch, and are not more than 35 years old.
