Septic System Grant Program

How it works

Otter Tail County says it has been awarded grant funding that can be used to replace eligible subsurface sewage treatment systems (SSTS). The page identifies two funding sources: Clean Water Fund Minnesota Pollution Control Agency (MPCA) grant funds and One Watershed One Plan (1W1P) Watershed Based Implementation Funds (WBIF).

What the money covers

The program is for replacing eligible subsurface sewage treatment systems. The page does not describe broader home-hardening work, and it does not list specific construction line items, reimbursement rules, or whether costs are paid before or after work is completed.

Amounts and matching

The page does not publish a maximum grant amount, a per-project cap, a matching requirement, or any income-based award formula. It does note that the 2026 Clean Water Minnesota Pollution Control Agency grant funds have all been allocated, while the page still presents the program and a separate One Watershed One Plan grant guidance sheet.

How to apply

The page provides an application link and two guidance-sheet links: one for the Clean Water Fund MPCA grant and one for the One Watershed One Plan grant. It also lists a contact in the county’s permit office for questions.

Timing and deadlines

The page does not state an application opening or closing date. It explicitly says the 2026 Clean Water MPCA grant funds have all been allocated, but it does not say that the overall program is closed or exhausted.
