Program details
How it works
Section 462A.05, subdivision 15c authorizes the agency to make or purchase loans or grants for abatement of hazardous levels of lead paint in residential buildings and lead-contaminated soil on the property of residential buildings occupied by low- and moderate-income persons.
What the money covers
The statute says the agency may cover abatement of hazardous levels of lead paint and lead-contaminated soil. It also authorizes grants to cities, local units of government, registered lead abatement contractors, and nonprofit organizations to administer a residential lead paint and contaminated soil abatement program.
Amounts and program design
The statute requires the agency to establish criteria for the program, including:
- the terms of loans and grants,
- a maximum amount for loans or grants,
- eligible borrowers or grantees,
- eligible contractors, and
- eligible buildings.
The statute does not state a dollar cap in the captured text.
Relocation and coordination
The agency must establish standards for relocation of families when needed and for payment of relocation expenses. It also must coordinate loans and grants with existing housing programs to the extent possible.
Reporting
The statute requires agency reporting to the legislature on the costs and benefits of subsidized lead abatement and the extent of childhood lead exposure.
