How it works

Section 462A.05, subdivision 15a authorizes the agency to make grants or loans to improve accessibility of existing residential housing for disabled occupants, or to help pay a rehabilitation loan made under subdivision 14 for that purpose.

What the money covers

The statute allows funding for accessibility improvements to existing residential housing occupied by disabled occupants. It also says grants or loans may include payment for technical assistance for the design and construction of accessibility improvements.

Amounts and repayment

The amount of an accessibility grant or loan may not exceed the lesser of:

  • the actual cost of the work performed, or
  • the part of the rehab cost the agency determines cannot otherwise be paid without spending an unreasonable portion of income.

The agency decides repayment terms and any security if repayment is required. It may also gather and share data on available accessible housing financed through the program.

How it fits with other programs

This authority is separate from the broader rehabilitation loan authority and may be paired with a subdivision 14 loan to make accessibility improvements.
