Home Improvement Programs: Residential Rehab Deferred Loan Program

How it works

Ramsey County offers two home improvement programs, including the Residential Rehab Deferred Loan Program, to help homeowners with low-to-moderate incomes make health and safety improvements, repairs, and code-related fixes. The county says the programs can also fund modifications to improve the mobility of disabled and/or elderly occupants.

This program is a secured loan backed by a promissory note/lien.

These programs are not emergency services and cannot help with situations that require immediate attention.

Lead-based paint and older homes

If your home was built prior to 1978, it must undergo a lead risk assessment once you are pre-approved. If hazards are found, the funds must first be used to abate or remediate them. Any remaining funds then go toward health and safety needs and other improvements.

Funding and administration

The programs are funded through the federal Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). They are administered by Slipstream, Inc.
