Comprehensive Housing Rehabilitation Program

How it works

Macomb County’s Comprehensive Housing Rehabilitation Program helps eligible homeowners make repairs so their homes meet decent, safe, and sanitary housing standards. The county says assistance is split into 50% zero-interest deferred-payment loan and 50% grant to the homeowner. The loan stays deferred as long as the homeowner keeps the property as their primary residence and the title does not change; no payments are required during that time. Repayment happens when the property title is transferred.

The county also says the total cost of the project, whether grant-funded or loaned, cannot exceed applicable program limits.

How the process works

A staff member contacts the homeowner and provides an application. After all documents are received, staff may request additional information to determine eligibility. If eligibility is verified, the homeowner must allow an inspection that may last two to three hours. The inspector evaluates the property under program guidelines, determines whether lead-based paint hazards exist, and prepares the scope of work and cost estimates. If repair costs exceed program guidelines, the project is denied. If approved, the project is bid to insured contractors. The homeowner must also make the property available to contractors before sealed bids are submitted. Staff then opens bids, analyzes them, and recommends the lowest bidder to the homeowner. Final inspections are conducted after construction, and the homeowner receives a project completion letter.

Geographic scope

The county says all Macomb County municipalities are eligible except Warren, Sterling Heights, St. Clair Shores, and Clinton Township, which have their own programs.
