What the money covers

The city lists eligible repairs that may include:

  • replacement of aging or failing major mechanical systems
  • exterior repairs such as roofing, siding, or windows
  • repairs to improve health and safety of occupants
  • repairs needed to correct code violations
  • modifications to make the home safer and more accessible for seniors or people with disabilities
  • repairs or upgrades to improve energy efficiency

The city also says ineligible items include appliance purchases, room additions, non-essential upgrades, and landscaping.

Amounts and payment

Up to $10,000 of assistance is available, or $5,000 if the project disturbs lead-based paint. The homeowner provides their share of the project cost to the city before the project starts, and the city pays the contractor upon completion.

Timing and process

The program requires three estimates. The city says repair costs cannot be paid retroactively. Program regulations effective April 1, 2025 are posted on the city site.
