How it works

Bay County’s Housing Rehabilitation Program offers funding assistance for repairs to owner-occupied single-family homes in Bay County, but not inside the City of Bay City. What the money covers

The official applicant requirements say homes under 20 years old will not be rehabilitated except for work tied to energy efficiency, health and safety, handicapped accessibility, or a declared disaster. The county says it can rehab conventional stick-built homes, modular homes, and manufactured homes that meet the program’s permanent-foundation and real-property rules.

Amounts and matching

Households with income at or below 60% of area median income (AMI) are eligible for 100% of the Community Development Block Grant (CDBG) assistance as a deferred loan at 0% interest. That loan is repaid when the property is sold, refinanced with a new mortgage, or transferred. Households between 60% and 69% of AMI must contribute 10% of project costs, and households between 70% and 80% of AMI must contribute 20% of project costs. The program also says homeowners may finance part of the project with non-HOME or CDBG resources.

How to apply

Homeowners must complete the Pre-Qualification Form first. The form is available at the Bay County Housing Rehabilitation Program Office in the Bay County Building and also at the Bay Area Housing, Inc. office. Completed forms are submitted to Bay Area Housing, Inc. for review. Pre-qualification does not guarantee funding or that funding will still be available.
