Program details
How it works
Flood Mitigation Assistance (FMA) is described as a national competition grant program available to states, U.S. territories, federally recognized tribal governments, and local governments. FEMA has issued an amendment for the FY24 FMA Notice of Funding Opportunity that reopened the application period.
What the money covers
The page says FMA is intended to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP) and within NFIP-participating communities. Eligible project types for this round include:
- Capability and Capacity Building Activities, including Mitigation Plans, Project Scoping, partnership development for eligible mitigation activities, enhancing floodplain management, SRL/RL strategy development, substantial damage procedures, and other activities under 42 U.S.C. § 4104c(c)(3)(G)
- Localized Flood Risk Reduction Projects that address community flood risk and reduce NFIP flood claim payments; phased projects are eligible
- Individual Flood Mitigation Measures that mitigate the risk of flooding to individual NFIP-insured structures
Amounts and matching
The page lists the following federal cost-share rules:
- Up to 75% federal share for capability and capacity building activities if a higher federal cost share is not available
- Up to 75% federal share for localized flood risk reduction projects if a higher federal cost share is not available
- Up to 100% federal share for FMA-defined Severe Repetitive Loss (SRL) properties
- Up to 90% federal share for FMA-defined Repetitive Loss (RL) properties
- Up to 75% federal share if a higher federal cost share is not available The non-federal share may be cash, donated or third-party in-kind services, materials, or any combination. Cash and third-party in-kind matches must be eligible costs. Other federal award funds generally cannot be used toward the non-federal share unless the other federal authority allows it.
How to apply
The page directs applicants to contact hmagrants@maine.gov for grant eligibility checks, project inquiries, application, and application details. It also references the FEMA NOFO, federal procurement requirements, and the MEMA FMA Fact Sheet.
Timing and deadlines
- Application deadline to the State Hazard Mitigation Officer: 2026-07-06 17:00
- The page says the application period has reopened by amendment for FY24
- Virtual office hours are offered every Monday from 11am to 12pm
Notes for homeowners
This program is aimed at NFIP-insured structures and flood-risk reduction projects, not general home hardening. Homeowners would generally need to be part of an eligible subapplication through a town, county, state agency, special district, or federally recognized tribe.
