Delmarva Power Home Performance with ENERGY STAR Program

How it works

Delmarva Power’s Home Performance with ENERGY STAR program starts with a home energy assessment. The program page says customers can schedule an assessment for $100, or see if they qualify for a no-cost assessment through the Moderate Income Offering.

After the assessment, a specially trained participating contractor evaluates the home and identifies areas where energy is being wasted. The contractor provides a prioritized list of measures and helps reserve rebates for the work chosen by the homeowner.

The program says rebates are available after eligible improvements are completed. The contractor reserves the rebates on the homeowner’s behalf, and once the rebate reservation is approved, the homeowner has 60 days to complete the selected improvements.

What the money covers

The program’s Maryland rebate materials include air sealing, insulation-related measures, duct sealing, smart thermostats, and other efficiency upgrades. The rebate pages say eligible work must meet program standards and be installed in compliance with ENERGY STAR, Building Performance Institute (BPI), and Home Performance with ENERGY STAR requirements.

Amounts and matching

The program page says homeowners can get up to $10,000 in rebates for eligible home upgrades, and up to $15,000 for eligible electrification upgrades.

The rebate table shows that some measures are capped individually or paid based on modeled savings, including:

• Air sealing: up to $7,500 or 75% of job cost
• Smart thermostats: $100 rebate on up to 2 qualifying thermostats
• Duct sealing: rebates starting at $500 or $750 depending on scope, up to the project cap
• Some measures in the table have no rebate amount listed

How to apply

Homeowners can request an assessment online or find a participating contractor. The contractor then performs the assessment and provides recommendations and rebate reservations.

Timing and deadlines

The program says customers are eligible for a Home Performance assessment at the same address once every 5 years. After approval of a rebate reservation, the homeowner has 60 days to complete the improvements.
