How it works
Water4All is a new water billing discount program for Baltimore City residents. It was created under Ordinance 20-468, the Water Accountability and Equity Act, which also establishes an Office of Water-Customer Advocacy and Appeals, a Committee for Office Oversight, a right to administrative and judicial appeals, and a fair process before water services are cut off or liens are imposed.
What the money covers
The program does not pay for home repairs or any hardening work. It provides a discount on annual water and sewer services.
Amounts and matching
The city uses a formula to calculate the maximum a household should pay for annual water and sewer services based on a percentage of annual income. The annual discount is the difference between that calculated maximum and the estimated annual water and sewer bill amount.
