Berkshire CAC Weatherization Assistance Program

How it works

Since 1979, Berkshire Community Action Council (BCAC) has weatherized more than 7,000 homes in Berkshire County through its Weatherization Assistance Program (WAP). The program is funded by a combination of Federal Department of Energy dollars and utility-company funding, including Berkshire Gas, National Grid, and WMECO. BCAC starts with a full technical energy analysis of the property, then creates a prioritized scope of work. Qualified contractors perform the permanent weatherization work, and BCAC also does a final inspection after the work is complete.

What the money covers

Eligible work includes insulation for attics, walls, floors, and heating-system pipes or ducts. The program also covers weather-stripping, air sealing, and minor repairs related to saving energy. In some cases, heating systems are repaired or replaced through BCAC’s heating service program. The page also says electric utility-funded savings measures may include higher-efficiency light bulbs and replacement of inefficient refrigerators or freezers. BCAC also notes that window and door replacements may be considered on a very limited basis when they are rotting out of the wall.

Amounts and matching

BCAC says all work is typically performed without cost to the homeowner or tenant. The FAQ adds that the program can cover the full cost of allowable measures 98%+ of the time, but in rare cases a homeowner may be told about any remaining obligation before work proceeds.

How to apply

If you are already on HEAP Fuel Assistance or the utility discount rate, BCAC says to call 413-418-3671. BCAC will verify eligibility, then mail a work permission release that must be signed and returned. Tenants will also receive a tenant/landlord agreement to sign and return.

Timing and deadlines

No application deadline is stated. BCAC says the work usually begins 2-6 weeks after you receive the letter naming the contractor and describing the general measures to be done. The work itself may take from a half-day to a week, depending on the scope, and BCAC needs to complete a final inspection afterward.
