Louisville Metro offers free home repair help to income-eligible homeowners through ECAP when there are qualifying open exterior code violations on the primary residence. The city says the program can also cover interior repairs related to those exterior violations.

How it works
Louisville Metro says its Home Repair Programs are funded by a U.S. Department of Housing and Urban Development grant and are intended to help stabilize homes for low- to moderate-income owner-occupants of single-family homes.
ECAP is the program on the page that specifically addresses exterior code violations. The city says it assists income-eligible homeowners who have qualifying open code violations on their primary residence. The additional city resources page says that once all code violations have been repaired, the charges are dropped.
